Constitution of Asia-Pacific Regional Committee
for Friendship and Solidarity with the Korean People

Article 1.
Organizational Title, Mission and Logo
1. Name The official name of the organization will be 'Asia-Pacific Regional Committee of the Organization for Friendship and Solidarity with the Korean People'. Its endorsed abbreviation is 'APRCFSKP'
2. Character and Mission
The Asia-Pacific Regional Committee for Friendship and Solidarity with the Korea People shall be a regional united-front coalition and solidarity body which embraces and enlists all the friendship and solidarity organization with the Korean people, the progressive organizations, anti-war & peace organizations active in the region so as to coordinately organize and conduct regional activities to render supports and solidarity to the Korean people in their just struggle to build a thriving nation and achieve the peace and security of the region and those of the World.
3. Logo of the Organization
APRCFSKP shall have its official logo. Any formal document without the logo shall not be endorsed as an authentic and official document of the organization. An official interpretation of the logo shall be the one which was endorsed and adopted in the General Meeting or an Executive Bureau meeting where the need and reason for change is pressing and plausible.
Article 2.
Organizational Activities
1. APRCFSKP shall conduct activities to promote the friendship with the Korean people through various methods and channels as well as proposing and initiating various activities and campaigns on a regional and international scale unremittingly in support of the Korean people in their strenuous and indomitable efforts to marking a new turning point in overall rejuvenation of the state and safeguarding the peace and security of the region and the World.
2. APRCFSKP shall push ahead with its activities to call for the lifting of on-going "sanctions" on the Korean people which impede their right of existence and development, while giving a wide and objective publicity to the reality of the Democratic People's Republic of Korea (DPR Korea).
3. APRCFSKP shall function in league with progressive civic organizations in the region and the world, supporting the DPRK and the Korean people, and carry out multifarious joint activities to promote the friendship with the Korean people and to ensure the sovereignty of the Korean people.
Article 3.
Convention and Operation of APRCFSKP General Meeting
1. APRCFSKP shall convene the General Meeting regularly at least once every two years.
If necessary, it can call for the General Meeting as a virtual meeting online through a relevant video-sharing conference facility. APRCFSKP Executive Bureau shall decide on the convention of General Meeting and its method.
The General Meeting can be called before two years if there is any special reason of urgency or when 2/3 of Executive Bureau members request and endorse the necessity of holding the meeting.
2. APRCFSKP General Meeting shall carry out the following functions:
a. Approve the report summing up the activities of the APRCFSKP
b. Approve, amend and complete the constitution
c. Discuss and adopt the activities and orientation of the APRCFSKP
d. Elect the co-chairpersons & the members of Executive Bureau
3. Upon the decision of the Executive Bureau, APRCFSKP can call for a consultative meeting of its leading members, special meeting, plenary meeting or any other form of collective meeting of members of organization to discuss and adopt the decision on the raised agenda items.
Article 4.
Organizational Structure and Composition Members
APRCFSKP shall have Executive Bureau, Secretariat, and Public Information Bureau. APRCFSKP shall be composed of director of Executive Bureau, co- chairpersons, vice chairpersons, director of Secretariat, secretaries, and members.
1. Executive Bureau:
As a leading body of the organization, APRCFSKP Executive Bureau shall consist of co-chairpersons, directors of Secretariat and Public Information Bureau and it shall have a right of decision, execution and supervision on every activity of the APRCFSKP.
Director of Executive Bureau shall be selected among the co-chairs of APRCFSKP, and his/her tenure shall be five years, however, if this position should be by-elected upon the approval of majority of the Executive Bureau members before five years. In case there is not a suitable nomination among the incumbent co-chairpersons with various plausible reasons, directorship shall remain vacant till the most eligible turns up. Instead, all the authority and power of Director of the Executive Bureau will be executed by the Secretariat in his absence.
a. Co-chairpersons:
APRCFSKP Co-chairpersons shall represent the organization, proposing the action plans, guiding its implementation, and calling for diverse meetings of the organization including the General Meeting and Plenary Meeting. Numbers of co-chairpersons shall be a minimum of four and a maximum of ten.
b. Director of Secretariat:
APRCFSKP Secretariat shall appoint its director among the secretaries, and in case the Director of the Executive Bureau is absent owing to unavoidable circumstances, his/her power will be exercised by the Director of Secretariat instead, on behalf of APRCFSKP Secretariat. APRCFSKP Director of Secretariat, upon the authorization of the Executive Bureau, carries into execution all the works of APRCFSKP while generally supervising the APRCFSKP's administrative works.
c. Director of Public Information Bureau:
Director of Public Information Bureau shall be in full charge of publicity and promotional work of the organization through various mass media outlets, and ensure, upon the authorization of the Executive Bureau, issuance of the press releases, official statements, and other formal documents of the APRCFSKP, in its name. At the same time, Director of Public Information Bureau shall have an authority to initiate and organize propaganda works and advertising in line with the mission of the APRCFSKP through various channels so as to enhance the understanding of the general public about the reality of the DPRK.
Director of Public Information Bureau is empowered to select his bureau members from ordinary or individual membership of the organization, and to engage experts needed for technical operation and management of social media platforms. Experts may be ones who are not the members of the organization although in-house experts should be sought where possible.
2. Secretariat:
APRCFSKP Secretariat, a main executive body of APRCFSKP's works and activities, is composed of director and secretaries. For the success of its smooth operation, Secretariat may have an adviser.
a. Director of Secretariat:
The responsibility and obligation of the APRCFSKP Director of Secretariat are as stipulated on 'b' of Clause 1 of Article 4.
b. Secretary:
APRCFSKP Secretaries shall assist the works of Director of Secretariat, while being directly in charge of execution and implementation of projects and activities decided by APRCFSKP, and taking the lead in drawing the action plans of the organization.
APRCFSKP Secretariat may have an Executive Secretary as the first deputy of its Director who can act in its Director's name.
Executive Secretary shall assist Director of Secretariat, and represent the role of him/her and act for Director when he/she is not in a position to perform his official duty due to various reasons. Executive Secretary shall mobilize the secretaries as assigned by Director of Secretariat and actively encourage them to carry out tasks set forth.
3. Public Information Bureau:
APRCFSKP Public Information Bureau shall supervise and control the affairs related to the organization's official statements and promotional activities. Public Information Bureau is empowered to establish and launch Website, Facebook page, Twitter site of the organization on behalf of the APRCFSKP, and shall be responsible to manage and run the social media accounts.
Public Information Bureau should seek approval from Executive Bureau or its Director, in case when he/she would like to issue important documents in the name of the organization or post articles on the social media platforms. Public Information Bureau may have an adviser/mentor who can assist overall activities to operate the Bureau, and an Adviser to Public Information Bureau, once approved by Executive Bureau, shall be an Active Life Member of the organization, automatically with his/her acceptance of the role as an adviser.
a. Director of Public Information Bureau:
The responsibility and obligation of the APRCFSKP Director of Public Information Bureau are as stipulated on ‘c’ of Clause 1 of Article 4.
b. Member of Public Information Bureau (PIB Member):
Members of Public Information Bureau, as assigned by its Director, shall partake in the works of the Bureau to issue official documents on behalf of the APRCFSKP while encouraging the objective publicity to the reality of the DPRK through newspapers, magazines and many other media outlets available.
In the meantime, the PIB Members are obliged to conduct activities to provide chances to more people to visit the DPRK as friendship contingent and delegation so as to have first-hand experience about the ever-developing reality of the DPRK.
PIB Members are to assist the works of its Direct to regularly update the contents of official Website, Facebook page and Twitter sites of the APRCFSKP, and other social media platforms run on behalf of APRCFSKP.
4. Vice chairmanship
The APRCFSKP shall have vice-chairpersons. The vice chairs of the APRCFSKP shall assist Co-chairs's works while being in charge of certain sectors of regional activities, which will operate as a form of non-permanent sub- committee of the APRCFSKP (e.g: works with solidarity organizations in Japan, mobilizing regional youth to join APRCFSKP's work, etc).
Assignment of work for vice chairs will be discussed and decided by Executive Bureau, and once decided it will be presented to the person in question directly. The vice chairs are obliged to report about their activities to Executive Bureau on regular basis.
5. Membership
Anyone in the Asia-Pacific region, who is of the age of 18 or above and accepts the constitution of the APRCFSKP and desires to become its member shall be eligible for membership of APRCFSKP. The membership shall be classified into four categories: Ordinary, Individual, and Life member.
1) Ordinary Membership
Eligible for Ordinary Member is a representative (or one who is capacitated to represent) of any friendship and solidarity organization with the Korean people, progressive organizations, anti-war & peace organizations active in the region that support APRCFSKP mission and aim. Ordinary member is obliged to faithfully carry out decisions and assignments of the organization while playing a role of coordinator who links the APRCFSKP with the organization he/she represents.
2) Individual Membership
All the individuals in the region, irrespective of political view and
religion, social standing and party affiliation, is welcomed for membership as long as he/she is with intention and willingness to devote for the APRCFSKP's mission with deep interest in the DPR Korea.
3) Life Membership
Life Membership is to be an honorary title conferred by APRCFSKP. It has two categories, namely Honorary Life Member and Active Life Member.
a. Honorary Life Membership:
APRCFSKP shall confer the title of Honorary Life Member to those who have made a significant contribution to promotion of friendly relations with the Korean people but can not be actively involved in the activities of organization, due to the age or medical conditions.
This title can be also conferred to meritorious figures dedicated to the activities of the organization and its strengthening and development even after their demise as a posthumous title. Their names shall remain forever in the APRCFSKP Honor Roll with continuance of the organization, inspiring all its members.
b. Active Life Membership:
APRCFSKP shall confer the title of Active Life Member to prominent personages in the region from political, academic, and public circles, for their continued meritorious services to promotion of friendly relations with the DPR Korea.
Article 5.
Membership Application & Deprivation of Membership
1) APRCFSKP shall accept the application from organizations and individuals wishing for admission to APRCFSKP, and finally decides the admission of applicant once it is reviewed and approved by its Executive Bureau.
Under special circumstances where a member of Executive Bureau vouches for and nominate someone for APRCFSKP member, the membership application is approved summarily. In this case, the nomination is valid only when the written or verbal acceptance of the person in question is provided.
2) APRCFSKP Executive Bureau shall review and decide on the deprivation of membership from its member as it finds clear ecidence that he/she not observed the rules and contitution and the primary support of the organization's mission and activities.
