From NZ-DPRK Society: Ten Years Since the Unveiling the Byungjin Policy

It is ten years now since you unveiled the Byungjin Policy at the Plenary Meeting of WPK Central Committee:
The plenary meeting set forth a new strategic line on carrying out economic construction and building nuclear armed forces simultaneously under the prevailing situation and to meet the legitimate requirement of the developing revolution.
Developments since then indicate how wise and prescient that policy was.
The nuclear deterrent of the DPR Korea has progressed incredibly since 2013 and has protected your country from attack. It also spurred President Donald Trump to engage in negotiations with you.
Those attempts were foiled by hardliners in Washington but will hopefully be resumed after the 2024 US presidential elections.
Despite the continuing hostility of the United States, the turn to belligerence in South Korea under Yoon Seok-Chol and the dreadful challenge of the coronavirus pandemic, the economic construction of the DPR Korea has proceeded.
These are difficult times for the world as the United States attempts to reverse its decline, and there is a great danger that Washington out of desperation will precipitate war in East Asia, as it has in Europe.
All this makes the Byungjin policy even more relevant and important. We send to you, and your people, congratulations on formulating a policy which both provides a shield against aggression and a programme for economic development.
